Joining your retirement plan at Vanguard is easy. You can join the plan during one of two open enrollment periods: April through May, or October through November.

Complete the enrollment form, waiver form, and payroll deduction form (PDP). These forms show your employer the amount you want deducted from your paycheck and your chosen investment manager. Return your completed and signed forms to the City of Detroit Finance Department.
